Charles D. Phillips, Ph.D., M.P.H. is a gerontologist and public health professional specializing in long-term care policy and health services research. His particular interests are in measuring and evaluating quality of care and quality of life in care settings providing long-term care to the frail elderly and disabled. Since 2000, he has been a Professor in the Department of Health Policy and Management in the School of Rural Public Health (SRPH) at the Texas A&M Health Science Center.
Prior to joining the Texas A&M Health Science Center, he was Director and Senior Research Scientist at the Myers Research Institute at Menorah Park Center for Senior Living in Beachwood, Ohio. Menorah Park is a not-for-profit long-term care system providing nursing home care, assisted living, independent living, home health, adult day care, rehabilitation, and a range of other services to the elderly in the Cleveland, Ohio area. In addition to his duties in the Institute, Dr. Phillips was involved in a variety of activities at Menorah Park. He was a member of the executive staff committee, the client and resident care committee, the strategic planning committee, and the quality assurance committee. He also served, along with clinical and administrative staff, on several committees devoted to implementing and evaluating quality improvement initiatives in various components of Menorah Park’s long-term care system.
Before joining Menorah Park, he was Co-Director of the RTI International’s nationally recognized Program on Aging and Long-Term Care. At RTI, he was one of the principal investigators involved in the development, testing, and evaluation of the Minimum Data Set for Nursing Home Resident Assessment and Care Screening (MDS). This instrument is now used annually to assess over 1,000,000 nursing home residents in the United States and in Iceland. He is currently involved, with a group of international collaborators, in the development of MDS-compatible assessment instruments for other health care setting providing care to the elderly. Dr Phillips is also familiar with the techniques used in the development of resident classification systems for acuity-based reimbursement in long-term care. He has also been involved in studies of best clinical practices in nursing homes, nursing home culture change, nursing home performance measurement, elder abuse, and service provision to disabled youth.
Dr. Phillips was named the 2001 Joseph C. Valley Gerontologist of the Year and in 2005 was presented with the Public Service Award by the National Citizen’s Coalition for Nursing Home Reform. He is a Fellow of the Gerontological Society of America and a member of Delta Omega, the national public health honorary society.
