Planning for any type of disaster requires the integration of many facets of a community to ensure that the plan is comprehensive and effective.  In medically underserved communities, clinics and Emergency Medical Services (EMS) providers are the first point of contact for medical services and will play a vital role in the response to a major disease outbreak.

 

This document, The Development of Regional Emergency Response Plans for Rural Healthcare Systems, was developed by The School of Rural Public Health, Office of Special Programs in partnership with the Texas Institute for Health Policy Research and the Texas Department of State Health Services as a guide to assist Community Health Centers, Rural Health Clinics, and Emergency Medical Service providers, in areas that have limited medical resources, in preparing for and responding to a an emerging infectious disease outbreak or bioterrorism event.  It provides guidance for the development of a regional emergency response plan that will integrate into local and state emergency management planning documents and procedures.
